Sixteen people came forward in the town of Victoria to offer themselves for council.
The entire Victoria town council was suspended late last year, after the department of municipal affairs determined that it was unable to function effectively.
An administrator was appointed to run the town.
A municipal election will be held in Victoria on May 14th.
The department says it will continue to support the town after the election to provide guidance and training.
